Yes — it’s actually recommended for the worst cases. Like the TED serum, stem cell products can’t regrow dead follicles, but they rejuvenate existing follicles better and faster than the serum.
The price is higher than the TED serum (different stem cell products have different prices, and all are significantly more expensive). There still needs to be a follicle present that just needs rejuvenating.
